Country-by-country guide for 2026 — stay compliant, avoid fines

EU Standard Limits (Directive 96/53/EC)

The EU sets baseline maximum weights for vehicles in international road transport. Most countries follow these limits, but several allow higher weights under specific conditions.

What Happens If You Exceed the Limits?

Penalties vary significantly by country:

  • Germany: Fines from €100 to €10,000+. Exceeding by more than 5% can result in immediate vehicle immobilization. The driver, the company, AND the loader can all be fined.
  • France: Fines up to €750 per tonne overweight. Vehicle can be immobilized until excess cargo is removed.
  • Poland: Fines up to PLN 15,000 (approx. €3,500). Very active weighbridge enforcement on major routes.
  • Netherlands: €180 per 500 kg overweight on axle, €800 per 500 kg on GVW.
  • UK: Fixed penalty of £300 per offence, or court prosecution for serious overloads with unlimited fines.

How to Stay Compliant

  1. Plan before loading. Use a load planner to calculate axle weights based on cargo position before the truck arrives at the warehouse.
  2. Know the route. If crossing from Finland (48t allowed) to Germany (40t max), the load must comply with the strictest limit on the route.
  3. Distribute weight evenly. Heavy items should be placed between the axle groups, not all at the front or rear.
  4. Weigh before departure. If possible, use a weighbridge or onboard weighing system before leaving the loading point.
  5. Document everything. Keep CMR consignment notes with accurate weights. Discrepancies between declared and actual weight increase liability.

The Physics

Axle load distribution follows basic lever arm physics. The weight of cargo is distributed between axles based on where it sits relative to each axle:

  • Cargo placed near the rear axle group increases the trailer axle load and reduces the kingpin (tractor) load.
  • Cargo placed near the front wall (cab side) increases the kingpin load, which transfers to the tractor drive axle and steering axle.
  • The optimal position is usually slightly forward of center, which gives a balanced distribution that keeps all axles within limits.
